The proposals of the members of the budget Committee voiced in the order they are received. During the meeting it was announced 26 action proposals.
Citizens ' initiatives were mainly related to the issues of improvement of Ulyanovsk, the development of cultural and leisure spheres of city life, education and creative development of the younger generation.
Received unsolicited proposals were sent for expert assessment in the following departments of a city administration of Ulyanovsk:
-Committee of housing and communal services of a city administration of Ulyanovsk;
- Management of education of a city administration of Ulyanovsk;
- Committee on Affairs of youth, physical culture and sport of a city administration of Ulyanovsk;
- Department of culture and leisure of the population of a city administration of Ulyanovsk;
Committee of a road economy, an accomplishment and transport of a city administration of Ulyanovsk;
- Management of external relations and interaction with mass media of a city administration of Ulyanovsk.
According to the results of the evaluation for each initiative will be given the expert opinion.

The city administration of Ulyanovsk recalls that every resident over the age of 18 who are not municipal employees or a member of City Council can participate in the project "people's budget in 2016."
This project provides for the distribution of the inhabitants of the city of Ulyanovsk budget allocations for the implementation of their initiatives (projects) in the amount of 15 million rubles earmarked for this purpose in the draft budget for 2016. Subsequently, these initiatives will be considered by the inter-sectoral Commission for the preparation of the draft budget of the city and is considered the main managers of means of the city budget in the formation of needs and planning of the draft budget for 2016.

Residents of Ulyanovsk are invited to participate in the project "public budget for 2016"
Ulyanovsk will provide the opportunity to participate in the distribution part of the city budget, namely 15 million rubles earmarked for this purpose in the draft budget for 2016.
Citizens can distribute these budget allocations for the implementation of their initiatives, which will later be considered by the inter-sectoral Commission for the preparation of the draft budget of the city and is considered the main managers of budget funds of Ulyanovsk in the planning of the draft budget for 2016.
A project participant may be a resident of Ulyanovsk over the age of 18 who are not municipal employees or a member of City Council and apply for participation in the project.
To work in the budget of the Commission shall be selected not more than 15 people. To select the members of the Commission shall be of the total number of applications by lottery. Also the draw will determine the rest of the applicants among the 15 people who will remain in reserve. If necessary, reservists will replace members of the budget Committee. The draw for the creation of the budget Committee will be held from 19 to 25 may this year.

It is planned that in may this year members of the Department of municipal administration USU will provide training to the members of the budget Committee and explaining the procedure of formation and execution of the city budget will be. The obtained knowledge will help the Commission to formulate its proposals taking into account the real situation in the city and the specifics of the budget process.
In addition, to familiarize the Commission members with planned activities for the next year in the budget of the Commission is scheduled participation of Deputy head of the city administration, heads and specialists of governing bodies of a city administration and deputies of the Ulyanovsk City Duma.
Note that the project "public budget for 2016" will allow residents to participate in the distribution of the city budget, to understand how accepted and distributed to local budget. In addition, the project Ulyanovsk learn more about the activities of local authorities. This will create a new interaction mechanisms between citizens and the city government on issues of local importance.
Despite the limited composition of the Commission, its meetings, especially the lectures, will be open to all visitors.
